Plounne Oyunge is a seasoned digital finance practitioner with over 15 years of experience in designing and implementing innovative financial sector strategies and solutions, particularly for unbanked and underserved populations. Her work has focused on digitizing payments, blending finance and technology to drive financial inclusion and broaden economic opportunities for all Plounne joined Integrated Payments Services Ltd (IPSL) in 2022. As the Chief Growth Officer, she has been instrumental in driving the implementation of the company's strategic initiatives and leading organizational change efforts. Her role involves driving organizational maturity, risk management, and compliance to ensure IPSL's continued growth and impact in the financial sector. Prior to joining IPSL, Plounne held different roles at FSD Kenya, where she managed projects in Social Protection, Digital Payments and Affordable Housing. Before that, she worked with Co-operative bank where she spearheaded the deployment of digital banking channels like Internet and mobile banking, further solidifying her expertise in the digital finance space. Plounne's extensive experience includes close collaboration with key stakeholders, both state and non-state actors, such as the National Treasury (NT), Central Bank of Kenya (CBK), Ministry of Labour and Social Protection (ML&SP), Kenya Bankers Association (KBA), UK Aid’s Foreign, Commonwealth & Development Office (FCDO), the World Bank, European Union (EU), and the Gates Foundation. As a passionate advocate for gender equality, Plounne is dedicated to women's economic empowerment and integrating gender perspectives into digital financial services. She holds a Bachelor of Science (Hons) in Information Technology from Jomo Kenyatta University of Agriculture and Technology (JKUAT) and is a certified Gender Equality Changemaker from the Digital Finance Institute, along with several other professional qualifications.
